Financial Readiness
young woman reviewing personal financesThe Army Reserve Financial Readiness Program offers services to assist Soldiers and their families with their financial affairs. It is designed to educate Soldiers and their families of their rights as consumers. Financial planning within the Army Reserve is critical to all Soldiers, more especially the Troop Program Unit (TPU) Soldier. Training opportunities are available to Soldiers and families. AFTB Program Managers can schedule Financial Readiness Training for commands at their request. Assistance can be provided for Budgeting, Financial Emergencies, Saving and Investing, Credit and Collection, Home Buying or Renting, and Taxes.

How to get Financial Readiness Assistance  
1. When a Soldier or family member contacts the Army Reserve Family Programs Office for financial counseling or assistance, the AFTB/AFAP Program Manager will assist by completing a request for financial assistance form for the Soldier or family member.
2. The Program Manager in coordination with their family program director will evaluate the request and determine what resources are available.
3. Upon determination, the program manager will contact the appropriate resource and link the Soldier or family member to that resource for assistance.
4. The program manager will follow-up with the Soldier or family member to ensure appropriate assistance was provided, and closes the request, notifies the director and files the request.

AER
  • AER is a private nonprofit organization incorporated in 1942 by the Secretary of War and the Army Chief of Staff
  • AER's sole mission is to help soldiers and their dependents.
  • AER is the Army's own emergency financial assistance organization and is dedicated to "Helping the Army Take Care of Its Own".
  • AER provides commanders a valuable asset in accomplishing their basic command responsibility for the morale and welfare of soldiers.
  • AER funds are made available to commanders having AER Sections to provide emergency financial assistance to soldiers - active & retired - and their dependents when there is a valid need.
  • AER funds made available to commanders are not limited and are constrained only by the requirement of valid need. For these reasons, the AER assistance program is conducted within the Army structure by major commanders and their installation/organization commanders through AER sections and other related organizations.

Project for Financial Independence  
The Project for Financial Independence connects volunteer financial professionals who are members of one or more sponsoring organizations with members of the public who qualify for free financial planning. Individuals who qualify for pro-bono help include Service members who are members of the National Guard or Armed Forces Reserve, particularly if they are deployed or in the process of mobilizing or demobilizing. The Department of Defense has partnered through the National Endowment for Financial Education® with five additional organizations representing financial professionals to provide quality, independent financial planning and counseling to Service members who need the assistance.

ROCHESTER, N.Y. – The U.S. Army Reserve’s top officer his wife today joined Rochester civic and business leaders who reaffirmed their support for military members and their Families at the grand opening of Rochester’s Army Strong Community Center.

Lt. Gen. Jack C. Stultz, Army Reserve chief, his wife Laura, met with local Soldiers and their Families to mark the opening of the nation’s first ASCC. Based on Laura Stultz’s concept, the center serves as a “virtual installation” designed to support military Soldiers and their Families by assisting those who are holding down the home front, far from the nearest military installation, when their loved ones deploy.

“Since Laura and I stepped off the plane in Rochester, we’ve experienced an outpouring of support for our Soldiers and their Families,” said Lt. Gen. Stultz. “We are here today to sign a covenant with the Rochester community and to affirm the Army’s commitment to building partnerships that support the strength, resilience, and readiness of Soldiers and their Families.”

The Army Reserve plans to open three to five additional sites in the United States in the next year as part of its Virtual Installation Community-Based Pilot Program.

“Every community needs to be a virtual installation. I want every military Family living in small-town America to have the same support as if they were living on a military installation,” said Laura Stultz.

Rochester was selected as a pilot for the VI program because of the significant number of Army Reserve Soldiers and their Families who live in the area, the community’s history of support for military members and their Families, and its distance from the nearest military installation. More than 800 Army Reserve Soldiers live within 50 miles of Rochester, which is located more than 120 miles from Fort Drum.

2009 Veterans Day Message
As we pause to honor and remember the gallant patriots, both past and present, who have answered our nation's call to duty in both war and peace, let us also honor and remember our fallen and injured comrades who were a part of the Fort Hood tragedy. Five Army Reserve Soldiers' lives were cut short by a lone gunman and many others injured. Although those we lost were not on foreign soil, they were preparing to deploy and gave the full measure of devotion to our Army and to our nation. In doing so, they earned our eternal gratitude as we continue to keep them, our injured Soldiers and all of their loved ones in our thoughts and prayers.

Veterans Day is not just another day off. It is day to show heartfelt appreciation to all who have served and are currently serving our great country in the military. From Valley Forge to Gettysburg, from Verdun to Manila, from Pusan to Bosnia to the Global War on Terror, brave men and women, from all walks of life have left the comforts of the familiar, leaving Family and friends, to defend our way of life and the freedoms many take for granted. All gave some and some gave all.

Without question, we are proud of our part of this tradition. Since our humble beginning in 1908, Army Reserve Soldiers have served our nation with pride and distinction whenever and wherever called upon, carrying the torch of liberty and the promise of freedom on behalf of this great nation. Time will not erase nor history diminish the contributions that Army Reservists make daily through countless acts of selfless service. We know that our loved ones' support gives us the strength to see the missions through to success.

May God continue to bless our service men and women, whether currently serving or not, as well as their Families on this Veterans Day. Know that their service and sacrifices and yours are not forgotten.

Army Reserve (AR) Child Youth & School Services (CYSS) is selecting new members for the 2010 – 2012 term of Army Reserve Teen Panel (ARTP). Commenced in March 2006, the ARTP allows teens an opportunity to develop effective strategies and implement solutions for issues they face as military youth. One of the goals of the ARTP is to increase and improve communication between Army Reserve (AR) teens and AR leadership. Some of ARTP accomplishments include, developing and hosting the launch the AR CYSS web portal during their September 2006 meeting, creating and presenting care packages for youth of deployed units, and redesigning Talkin’ Back, the ARTP Newsletter.
